Article 1: Name of the Party

The name of this party is the Pakistan Millat Party (F) (hereinafter referred to as "PMP(F)" or "the Party"). Its central office is located in Islamabad, the capital of the Islamic Republic of Pakistan.

The Party shall operate with guidance and coordination from the central organization, while provincial and district offices shall be established as needed to address regional and local concerns. These offices shall operate under the central organization's oversight, ensuring that the Party's ideology and objectives are consistently pursued across all levels.

Article 2: Scope of the Party

The scope of the Pakistan Millat Party (F) is both federal and provincial. The Party shall engage with national issues at the federal level while addressing the specific needs and aspirations of the people at the provincial level. This dual approach allows the Party to play an active role in shaping national policy and ensuring that regional concerns are adequately represented and addressed. PMP(F) is committed to engaging in political, social, and economic reforms that benefit the entire nation, from the central government down to local communities.

Article 3: Motto of the Party

The central motto of the Pakistan Millat Party (F) is to work towards the establishment of an Islamic welfare state in Pakistan, modelled on the principles of the Rashidun Caliphate. PMP(F) aims to bring Pakistan closer to the vision set forth by its founders, aligning its political and governance structures with the values of justice, equality, and social welfare as laid down in Islamic teachings.

Article 4: Aims and Objectives

The Pakistan Millat Party (F) is driven by the following key aims and objectives:

4.1 To Promote Unity Among Muslims

PMP(F) is deeply committed to fostering unity and brotherhood among Muslims, both within Pakistan and throughout the global Muslim Ummah. The Party stands firmly against sectarianism, ethnic bias, and regional divisions that weaken the Muslim community.

4.2 To Establish an Islamic Government Based on Justice

PMP(F) envisions the establishment of an Islamic system of governance rooted in the timeless principles of justice ('Adl), equity, and mercy (Rahmah), following the model of the State of Madinah.

The Party rejects all forms of injustice, corruption, nepotism, and abuse of power, advocating for a government that prioritizes public welfare and treats every citizen with dignity.

4.3 To Implement an Islamic Economic System

PMP(F) is dedicated to implementing a comprehensive Islamic economic system that ensures social justice, economic equity, and the elimination of exploitation. Central to this vision is the prohibition of Riba (interest).

4.4 To Protect the Belief in the Finality of Prophethood

PMP(F) is dedicated to safeguarding the belief in the Finality of Prophet Muhammad (Peace Be Upon Him). The Holy Quran declares:

PMP(F) pledges to uphold this foundational tenet of Islam through all necessary legal and educational steps, in alignment with Article 260(3)(b) and the Second Amendment to the Constitution of Pakistan (1974), and Sections 295 and 298 of the Pakistan Penal Code.

4.5 To Promote a Unified and Inclusive Educational System

PMP(F) is committed to establishing a unified, inclusive, and forward-looking educational system that blends Islamic teachings with contemporary academic excellence, in accordance with Article 25-A of the Constitution of Pakistan.

4.6 To Strengthen Relations with the Muslim World and Support Muslim Minorities

PMP(F) advocates for deeper political, economic, cultural, and educational cooperation among Muslim-majority nations, and actively supports the rights of Muslim minorities in Palestine, Kashmir, Myanmar, and elsewhere.

4.7 To Uphold the Rights of Non-Muslim Minorities in Pakistan

PMP(F) is firmly committed to upholding the rights, freedoms, and equal citizenship of all non-Muslim minorities, in accordance with Articles 20, 21, 22, 25, and 36 of the Constitution of Pakistan and the Islamic principle:

4.8 To Foster National Development and Progress

PMP(F) is steadfast in its commitment to comprehensive national development across infrastructure, education, healthcare, social welfare, economic growth, inclusive governance, and environmental sustainability.

4.9 To Build Peaceful and Equal Relations with Neighboring Countries

PMP(F) is firmly committed to fostering peaceful, respectful, and equal relationships with Pakistan's neighboring countries, guided by Article 40 of the Constitution of Pakistan and Islamic principles of mutual respect.

4.10 To Uphold the Rule of Law and Justice for All

PMP(F) is unwavering in its commitment to ensuring that the rule of law prevails across Pakistan. The Party advocates for judicial independence, accountability, and equal protection under the law for all citizens, pursuant to Articles 25 and 10A of the Constitution.

Article 5: Eligibility for Membership

PMP(F) welcomes all sane, adult citizens of Pakistan who align with its core principles, and administers its membership in accordance with Section 204 of the Elections Act, 2017. To be eligible for membership, an individual must:

• 5.1.1 Be committed to the unity and sovereignty of Pakistan as outlined in the Constitution of Pakistan.
• 5.1.2 Uphold the Objectives Resolution, which defines the fundamental principles upon which the state of Pakistan is built.
• 5.1.3 Support the Party's manifesto and vision for establishing an Islamic welfare state.
• 5.1.4 Align with the vision of a United Ummah and support efforts toward global cooperation among Muslims.

5.2 Membership Fee

A membership fee of PKR 100 (One Hundred Rupees) is required from every individual seeking to join the Party. This is a one-time payment valid for a period of five (5) years, after which renewal is required.

Payment shall be made in cash at designated Party offices or collection centers. An official receipt shall be issued as proof of payment, and a membership card or certificate shall be provided upon confirmation of membership.

5.3 Renewal of Membership

Membership in PMP(F) is granted for a term of five (5) years. Upon expiry, members shall be formally notified and must complete the renewal process to maintain their active affiliation. Renewal procedures, including any applicable fee, shall be determined by the Executive Council in accordance with Section 204 of the Elections Act, 2017, and any other applicable law.

The Party shall maintain an updated register of all members, which shall be made available to the Election Commission of Pakistan (ECP) upon request, as required by law.

Article 6: Termination of Membership

Membership in PMP(F) is a position of trust and responsibility. The following grounds may result in disqualification, suspension, or termination of membership:

• 6.1.1 Violation of Islamic values and moral teachings.
• 6.1.2 Contravention of the Constitution of Pakistan, including acts of sedition.
• 6.1.3 Repeated breach of Party policies or public statements that bring disrepute to the Party.
• 6.1.4 Corruption, misuse of authority, bribery, fraud, or unethical conduct.

6.2 Disciplinary Procedure

• 6.2.1 A written warning shall first be issued by the Executive Council, outlining the nature of misconduct.
• 6.2.2 The member shall be given a fair opportunity to respond in writing or in person.
• 6.2.3 If misconduct persists, the Executive Council may, by majority decision, suspend or terminate membership.

6.3 Reinstatement

A former member who has been expelled may apply for reinstatement after a minimum period of two (2) years, provided they demonstrate evidence of reform and reaffirm commitment to the Party constitution. Reinstatement requires approval by a two-thirds (2/3) majority of the Executive Council.

Article 7: Party Structure

PMP(F) is structured around three primary councils, each serving distinct roles in ensuring effective governance and decision-making:

• 7.1 Executive Council — Highest decision-making body
• 7.2 Advisory Council — Strategic guidance and consultative body
• 7.3 General Council — Primary legislative and democratic forum

Article 8: Executive Council

8.1 Role and Responsibilities

The Executive Council is the highest decision-making body of PMP(F). It is responsible for guiding the Party's strategic direction, formulating policies, overseeing key operations, and ensuring the Party remains true to its core values. It is accountable to the General Council and the broader membership.

8.2 Composition — All Office Bearers Elected

In full compliance with Section 208 of the Elections Act, 2017, ALL central office bearers of the Executive Council — namely the Chairman, President, Vice Chairman, Vice President, General Secretary, Joint Secretary, Secretary of Finance, Secretary of Information, and Secretary of Records — shall be elected through a transparent intra-party election process conducted by the General Council. No office bearer may be appointed or co-opted in lieu of an election for any of these substantive positions.

The key elected positions within the Executive Council are:

• 8.2.1 Chairman — Elected by the General Council. Provides strategic leadership and represents the Party at external forums.
• 8.2.2 President — Elected by the General Council. Oversees day-to-day Party operations and implements policies. In the absence of the Chairman, the President may assume leadership responsibilities.
• 8.2.3 Vice Chairman — Elected by the General Council. Supports the Chairman and assumes leadership in the Chairman's absence.
• 8.2.4 Vice President — Elected by the General Council. Works closely with the President and represents the Party in regional matters.
• 8.2.5 General Secretary — Elected by the General Council. Responsible for internal administration, communication, and coordination.
• 8.2.6 Joint Secretary — Elected by the General Council. Assists the General Secretary in administrative affairs.
• 8.2.7 Secretary of Finance — Elected by the General Council. Manages financial operations and ensures responsible use of resources.
• 8.2.8 Secretary of Information — Elected by the General Council. Oversees communications, media relations, and digital presence.
• 8.2.9 Secretary of Records — Elected by the General Council. Maintains documentation of meetings, resolutions, and decisions.

8.2.1 Authority of the Chairman

The Chairman is the highest-ranking elected office bearer of the Executive Council and exercises authority on behalf of, and as collectively authorized by, the Executive Council, consistent with democratic and collective-leadership norms.

The Chairman shall not, by virtue of the office alone, possess unrestricted, unilateral, or inherently final decision-making power. However, in order to ensure timely and effective governance, the Executive Council may, by majority resolution, expressly delegate or authorize the Chairman to exercise final decision-making authority over specific, identified matters or categories of decisions (such as routine administrative approvals, time-sensitive operational matters, or matters falling within a defined mandate set by the Executive Council).

Any such delegation of final authority to the Chairman shall: (a) be recorded in writing in the minutes of the Executive Council; (b) specify the scope and duration of the authority delegated; (c) remain subject to review, modification, or revocation by the Executive Council at any time by majority vote; and (d) not extend to constitutional amendments, expulsion or disqualification of members, or any matter which this Constitution expressly reserves to the General Council, Advisory Council, or Executive Council as a whole.

Outside the scope of any such express delegation, all key decisions and actions of the Party shall continue to require the collective approval of the Executive Council, ensuring that the Party upholds democratic norms and collective leadership at all times.

8.3 Membership and Size

The Executive Council shall comprise a minimum of 9 and a maximum of 30 members, ensuring broad regional and demographic representation.

8.4 Meetings and Decision-Making

The Executive Council shall meet at least once every three (3) months. The General Secretary shall prepare meeting agendas. Decisions are made democratically by majority vote and are binding on all Party members. The Chairman may call special sessions in times of urgency.

8.5 Accountability and Transparency

The Secretary of Finance shall provide regular financial reports. The General Secretary shall communicate key decisions to the broader membership. Major decisions shall be shared with the General Council to ensure democratic oversight.

Article 9: Advisory Council

9.1 Purpose and Role

The Advisory Council serves as the guiding and consultative body of PMP(F), providing expert advice on policy decisions, long-term strategies, and key political initiatives. Its recommendations are non-binding but carry significant influence.

9.2 Composition

The Advisory Council shall consist of a minimum of 15 and a maximum of 50 members, selected from the General Council through mutual consultation between the President and General Secretary. Members are chosen based on expertise, contributions to the Party, and understanding of the Party's goals, with representation from diverse regions and backgrounds.

9.3 Functions and Responsibilities

• 9.3.1 Provide high-level strategic guidance aligned with the Party's founding principles.
• 9.3.2 Review Party progress at least once every six (6) months.
• 9.3.3 Make recommendations to the Executive Council and General Council on policy adjustments and new initiatives.
• 9.3.4 Address critical political and national developments impacting the Party's mission.
• 9.3.5 Support the President, General Secretary, and other key leaders with informed counsel.

9.4 Leadership of the Advisory Council

The President and General Secretary of the Advisory Council are elected by the General Council through a democratic secret ballot process, ensuring accountability to the broader membership.

9.5 Meetings

The Advisory Council shall meet at least bi-annually. Additional meetings may be called for urgent matters by the President of the Advisory Council.

Article 10: General Council

10.1 Purpose and Role

The General Council is the foundational and primary legislative and decision-making forum of PMP(F). It is responsible for electing all key leadership positions, shaping policy, and ensuring the Party remains democratic, accountable, and connected to its grassroots base.

10.2 Composition and Electoral System

One (1) representative shall be elected for every twenty-five (25) registered Party members in a defined Region. Any Region with fewer than twenty-five (25) registered members shall, without exception, nonetheless be entitled to elect at least one (1) representative. No Region shall, under any circumstances, be left without representation in the General Council, regardless of the number of registered members within that Region.

To give effect to this formula, the General Secretary shall prepare and maintain an illustration sheet showing: (a) the electoral formula applied; (b) the verified member count for each Region; and (c) the resulting number of General Council seats allocated to each Region. This illustration sheet shall be updated and republished at least once every quarter (every three months) and additionally immediately prior to each intra-party election, and shall be made available to Party members and to the Election Commission of Pakistan (ECP) upon request.

Definition of 'Region'

For electoral purposes, a 'Region' is defined as a recognized administrative division of Pakistan — namely a district, division, or province — as officially notified by the Party prior to each intra-party election. A clear and publicly available list of all such Regions, together with the verified registered membership count for each, shall be maintained and published by the General Secretary before each election cycle to ensure transparency, consistency, and fairness. The General Secretary shall maintain, update, and publish regional membership records at least quarterly and before every intra-party election, for the purpose of determining the strength and composition of the General Council.

Nominated Members

Four percent (4%) of the total General Council membership may be nominated to ensure broader, more inclusive representation. Nominated members are selected based on experience, expertise, or contributions to the Party's ideals.

10.3 Responsibilities

• 10.3.1 Election of all key leadership positions through fair and transparent secret ballot.
• 10.3.2 Policy formulation and ratification.
• 10.3.3 Oversight and accountability of the leadership.
• 10.3.4 Serving as the direct link between grassroots members and Party leadership.

10.4 Election Process

Elections for the President, General Secretary, Chairman, and all other key leadership positions shall be conducted through a secret ballot. The process shall be monitored by the Election Commissioner for fairness and transparency, and results publicly announced. (See also Article 13 for detailed intra-party election procedures, including the one-time transitional provision applicable solely to the Party's first election.)

10.5 Meetings

The General Council shall meet at least once every year. Special sessions may be convened to address pressing issues. Decisions require a majority vote, with transparency maintained through regular communication of outcomes to the broader membership.

Article 11: Duties and Powers of Office Bearers

11.1 Chairman

• 11.1.1 Holds the highest elected leadership position within the Party.
• 11.1.2 Provides strategic direction and ensures the Party's vision aligns with its core values.
• 11.1.3 Presides over critical meetings and represents the Party in major public and diplomatic engagements.
• 11.1.4 Makes decisions on key policies in consultation with, and as authorized by, the Executive Council; may exercise final decision-making authority only over specific matters expressly delegated by the Executive Council in accordance with Article 8.2.1, consistent with collective and democratic leadership.
• 11.1.5 Ensures Party cohesion and long-term success.

11.2 President

• 11.2.1 Works closely with the Chairman to implement the Party's strategies.
• 11.2.2 Presides over meetings called by the General Secretary.
• 11.2.3 Maintains communication with Advisory and General Councils.
• 11.2.4 Negotiates with external entities to further the Party's objectives.
• 11.2.5 Assumes leadership in the absence of the Chairman.

11.3 Vice President

• 11.3.1 Supports the President and takes on delegated tasks.
• 11.3.2 Assumes the President's duties in their absence.
• 11.3.3 Facilitates communication between the President and other Party members.

11.4 Vice Chairman

• 11.4.1 Assists the Chairman in implementing policies and strategies.
• 11.4.2 Manages specific areas of Party operations.
• 11.4.3 Assumes leadership in the Chairman's absence.

11.5 General Secretary

• 11.5.1 Oversees day-to-day operations of the Party.
• 11.5.2 Ensures activities align with the Party's core values and goals.
• 11.5.3 Maintains accurate records of meetings, decisions, and communications.
• 11.5.4 Issues agendas for meetings and works closely with the President.
• 11.5.5 Supervises staff and ensures effective execution of Party objectives.

11.6 Joint Secretary

• 11.6.1 Supports the General Secretary with documentation, meeting organization, and internal communication.
• 11.6.2 Manages specific projects or initiatives as delegated.
• 11.6.3 Acts as backup for the General Secretary in their absence.

11.7 Secretary of Records

• 11.7.1 Manages and maintains all official Party documents, meeting minutes, and legal records.
• 11.7.2 Ensures records are organized, updated, and accessible.
• 11.7.3 Ensures compliance with legal and constitutional record-keeping requirements.

11.8 Secretary of Finance

• 11.8.1 Oversees financial management, including budgeting, fundraising, and resource allocation.
• 11.8.2 Prepares regular financial reports and ensures transparency.
• 11.8.3 Monitors expenditures and ensures compliance with relevant financial laws and regulations, including Sections 204 and 210 of the Elections Act, 2017.

11.9 Secretary of Information

• 11.9.1 Manages the Party's communication with the public and the media.
• 11.9.2 Prepares press releases and handles media inquiries.
• 11.9.3 Oversees the Party's digital presence, including the official website and social media.
• 11.9.4 Manages crisis communication and maintains a positive public image.

Article 12: Election Commissioner

12.1 Purpose

The Election Commissioner plays a vital role in ensuring the democratic integrity of PMP(F). This individual is responsible for overseeing all intra-party election processes, maintaining transparency, and ensuring fairness in all elections in compliance with the Elections Act, 2017.

12.2 Appointment

The Election Commissioner is appointed by the Executive Council for a five (5) year term, following a structured process to maintain impartiality and transparency.

12.3 Election Oversight Hierarchy

• 12.3.1 Provincial Election Commissioners are appointed by the Election Commissioner to oversee elections within each province.
• 12.3.2 Divisional and district-level election officers are further appointed to manage electoral processes at local levels.

12.4 Election Timelines and Voter Eligibility

Elections for all leadership roles shall be conducted at intervals not exceeding five (5) years, in accordance with Section 208(1) of the Elections Act, 2017.

This Article does not establish a separate election trigger based on individual member registration. Elections for all leadership and representative positions shall be conducted strictly in accordance with the periodic election timeline set out in Article 13 (including the five-year regular election cycle, and any applicable by-elections conducted under Article 13.6). The registration of a new member shall not, by itself, require, delay, or accelerate any scheduled election.

New members shall become eligible to participate as voters in intra-party elections only after completing six (6) months of continuous, verified membership immediately prior to the announced date of the relevant election. New members who have not completed this six-month threshold by the election date may attend and observe the election process but shall not be eligible to cast a vote until they satisfy this requirement.

Article 13: Intra-Party Elections

13.1 Purpose

Intra-party elections are a cornerstone of PMP(F)'s democratic framework. They empower members to choose their leaders at all levels, ensuring internal accountability, participatory governance, transparency, and representativeness.

13.2 First Election — Transitional Provision (One-Time Only)

For the Party's first (foundational) round of elections only, and as a narrow, one-time exception to the general contested-election requirement of Article 10.4, key leadership positions — including the Chairman, President, General Secretary, and other essential office-bearer roles identified in Article 8.2 — may be elected on an unopposed basis where: (a) only one candidate is duly nominated for the position concerned; (b) the nomination has been publicly notified by the Election Commissioner for a period of not less than fifteen (15) days; and (c) no valid objection to the nomination is raised within that period. Subject to these conditions being met, such nominees, including a nominee for the office of Chairman, shall assume office without contest.

This exception does not contradict Article 10.4. Article 10.4 requires that elections be conducted by secret ballot under the oversight of the Election Commissioner; this requirement continues to apply to the first election in full. The only narrow exception created by this Article 13.2 is that, for the first election alone, a position with a single duly-nominated and unobjected-to candidate may be declared without a contested poll, since no contest exists to be balloted. Where two or more candidates are nominated for any position — including the office of Chairman — in the first election, that position shall be filled by contested secret ballot in the same manner as all subsequent elections under Article 13.3.

All subsequent intra-party elections, without exception and including the election to the office of Chairman, shall be fully contested in alignment with democratic principles and Article 10.4, ensuring robust participation and representative leadership.

13.3 Subsequent Elections — Contested

After the first transitional election, all future intra-party elections shall be contested, with multiple candidates eligible to compete for each position.

• 13.3.1 Election Timing: Elections for all positions — including Chairman, President, General Secretary, Vice Presidents, and all other office-bearers — shall be conducted before the expiry of every five (5) year term, in accordance with Section 208(1) of the Elections Act, 2017. No term shall be extended beyond the statutory five-year limit.
• 13.3.2 Nomination Process: Any eligible Party member may nominate themselves or other qualified members. The list of nominated candidates shall be made public by the Election Commissioner within a stipulated timeframe prior to the election date.
• 13.3.3 Election Procedure: Elections shall be conducted through a secret ballot. All members of the General Council (or other designated electoral body) who meet the six-month continuous-membership eligibility threshold set out in Article 12.4 shall be eligible to vote. The Election Commissioner shall oversee the entire process.
• 13.3.4 Election Results: Results shall be publicly announced. Candidates securing the highest number of valid votes shall be declared elected and shall assume office immediately upon declaration of results.

13.4 Reserved Seats for Women (Minimum 5%)

To ensure gender inclusivity, a minimum of five percent (5%) of leadership positions shall be reserved for women across all councils and levels of the Party, including the General Council, Executive Council, and provincial and local levels.

13.5 Electoral Integrity

• 13.5.1 An Oversight Committee shall be formed to monitor the election process, ensure adherence to constitutional provisions, and safeguard impartiality and credibility.
• 13.5.2 An Election Dispute Resolution Committee (EDRC) shall be established to receive, review, and resolve election-related complaints; ensure due process; and issue final and binding decisions within a specified timeframe.
• 13.5.3 Voter Eligibility: Only members who have maintained continuous membership for a minimum of six (6) months prior to the announced election date shall be eligible to vote. This requirement is identical to, and applied consistently with, the voter eligibility requirement set out in Article 12.4, with no contradiction between the two Articles.

13.6 By-Elections in Special Circumstances

If a leadership position becomes vacant due to resignation, removal, death, disqualification, or any other valid reason prior to completion of the regular term, the Party shall conduct a by-election to fill the vacancy. The by-election shall be held within ninety (90) days from the date the vacancy arises and shall follow the same procedures, eligibility criteria, and oversight mechanisms as regular elections.

Until the by-election is held, the Party may designate an interim or acting office-bearer from within the eligible ranks for a period not exceeding the ninety-day by-election window. This interim arrangement is non-extendable.

Article 14: Student Organization

14.1 The Student Organization is hereby established as a wing of PMP(F) to actively engage the youth of Pakistan in the political process, providing a platform for youth participation, leadership development, and mobilization in support of social and political causes aligned with the Party's agenda.

14.2 The Central General Secretary, in consultation with the President, shall be responsible for establishing and developing the Student Organization at the local, provincial, and national levels, and may appoint such office-bearers as are necessary to give effect to this Article.

14.3 The Student Organization shall operate under the overall direction and supervision of the Central Executive Committee and shall conduct itself in accordance with the Constitution, manifesto, and code of conduct of the Party.

Article 15: Organization of Merchants

15.1 The Organization of Merchants is hereby established as a wing of PMP(F) to strengthen the Party's relationship with the business community, ensuring that the economic interests of merchants and businesses are represented within the Party's framework.

15.2 The Central President, General Secretary, and Executive Council shall be responsible for the establishment and oversight of the Organization of Merchants, and may appoint such office-bearers as are necessary to give effect to this Article.

15.3 The Organization of Merchants shall operate at both the provincial and national levels and shall conduct itself in accordance with the Constitution, manifesto, and code of conduct of the Party.

Article 16: Ulama Wing

16.1 The Ulama Wing is hereby established as a wing of PMP(F) to serve as a vital component of the Party's engagement with Islamic principles, guiding the political process in alignment with the Constitution of the Islamic Republic of Pakistan and the work of the Council of Islamic Ideology (Articles 228–230 of the Constitution).

16.2 The functions of the Ulama Wing shall include:

• 16.2.1 Advising on the integration of Islamic principles into Party policies and the Party's manifesto.
• 16.2.2 Ensuring that Party policies and conduct remain consistent with the Constitution of Pakistan.
• 16.2.3 Providing guidance to the Party's leadership on religious and ethical matters.
• 16.2.4 Promoting awareness of, and engagement with, the role and recommendations of the Council of Islamic Ideology.

16.3 The Ulama Wing shall operate under the overall direction and supervision of the Central Executive Committee and shall conduct itself in accordance with the Constitution, manifesto, and code of conduct of the Party.

Article 17: Labor Wing

The Labor Wing is established in furtherance of the fundamental rights and Principles of Policy guaranteed under the Constitution of the Islamic Republic of Pakistan, 1973, including Article 11 (prohibition of slavery, forced labor, and child labor); Article 17 (freedom of association and the right to form unions); Article 18 (right to enter any lawful profession, occupation, trade, or business); Article 25 (equality before law and prohibition of discrimination); and Article 37(e) (securing just and humane conditions of work, and protection of women and children in employment). The Labor Wing shall further operate consistent with the Industrial Relations Act, 2012, and applicable federal and provincial labor legislation enacted pursuant to the 18th Constitutional Amendment, which devolved labor as a subject to the provinces.

17.1 The Labor Wing is hereby established as a wing of PMP(F) to protect and advance the rights, dignity, and welfare of workers across all sectors of Pakistan's economy.

17.2 The functions of the Labor Wing shall include:

• 17.2.1 Advocating for fair wages, safe working conditions, and access to social security for workers across formal and informal sectors.
• 17.2.2 Opposing forced, bonded, and child labor in all forms.
• 17.2.3 Promoting workers' right to organize and engage in collective bargaining.
• 17.2.4 Liaising with trade unions, labor departments, and relevant institutions on behalf of the Party.

17.3 The Central President, General Secretary, and Executive Council shall be responsible for establishing and overseeing the Labor Wing, which shall operate at the provincial and national levels and shall conduct itself in accordance with the Constitution, manifesto, and code of conduct of the Party.

Article 18: Women's Wing

In furtherance of Section 203(4) of the Elections Act, 2017, which directs political parties to encourage the membership of women within their organizational structures, and of Section 206 of the Elections Act, 2017 (relating to the award of party tickets to women candidates), the Party hereby establishes the Women's Wing as a permanent and integral organ of the Party. The Women's Wing shall further operate in accordance with Articles 25 and 34 of the Constitution of the Islamic Republic of Pakistan, which guarantee equality of citizens and full participation of women in national life.

18.1 The Women's Wing is hereby established as a wing of PMP(F) to advocate for and promote the rights, welfare, and empowerment of women across Pakistan.

18.2 The functions of the Women's Wing shall include:

• 18.2.1 Working towards gender equality and the elimination of gender-based violence and discrimination.
• 18.2.2 Creating platforms for women to actively engage in political decision-making and public life, including the identification and support of women candidates for elected office.
• 18.2.3 Encouraging the recruitment of women members across the Party's organizational tiers.
• 18.2.4 Collaborating with national and international bodies focused on women's rights and empowerment.

18.3 The Central President, General Secretary, and Executive Council shall be responsible for establishing and overseeing the Women's Wing, which shall operate at the provincial and national levels and shall conduct itself in accordance with the Constitution, manifesto, and code of conduct of the Party.

Article 19: Amendment of the Constitution

19.1 Authority to Amend

The power to amend, revise, or repeal any provision of this Constitution shall rest solely with the General Council of PMP(F), in consultation with the Central Executive Committee (CEC).

19.2 Initiation of Amendment

A proposal to amend the Constitution may be initiated by: (a) the Central Executive Committee (CEC), or (b) at least one-third (1/3) of the total members of the General Council through a written motion submitted to the General Secretary.

19.3 Procedure

All proposed amendments must be circulated in writing to General Council members at least fifteen (15) days prior to the scheduled meeting. The proposed amendment shall be discussed in a Special Session or Annual General Meeting. The presence of at least two-thirds (2/3) of the total members of the General Council shall constitute quorum for constitutional amendments.

19.4 Voting Requirement

An amendment shall be deemed passed if it receives at least a two-thirds (2/3) majority of the TOTAL members of the General Council — not merely of those present and voting at the relevant meeting. This ensures constitutional amendments reflect a genuine supermajority of the entire council and not merely of a quorum.

19.5 Record and Notification

All amendments shall be duly recorded in the official Party register maintained by the General Secretary. The updated constitution shall be circulated among all provincial and district chapters and submitted to the Election Commission of Pakistan (ECP) within the timeframe required by, and in full compliance with, Section 201(3) of the Elections Act, 2017, and other applicable laws.

Article 20: Dispute Resolution

In furtherance of the dispute resolution mechanism required under Section 201 of the Elections Act, 2017, the Party has established the following procedure for the fair and orderly handling of internal disputes.

20.1 Enquiry Committee

The General Council may constitute an Enquiry Committee at the Head Office level to address any disputes or issues arising between members and the Party, including cases of suspension or expulsion. The committee shall comprise: (i) President; (ii) General Secretary; (iii) Representative of the relevant forum or body; (iv) Member in charge of finance (if required); (v) Additional members as deemed necessary.

20.2 Grounds for Suspension or Expulsion

• 20.2.1 Voluntary resignation from Party membership.
• 20.2.2 Actions contrary to the Party constitution, whether verbal, physical, or practical.
• 20.2.3 Violation of Party discipline.
• 20.2.4 Participation in conspiracies against the Party or its leadership.
• 20.2.5 Acting against the ideology or principles of the Party.

20.3 Procedure for Suspension/Expulsion

• 20.3.1 Any office-bearer at any level may file a formal complaint against a member.
• 20.3.2 The competent authority shall issue a show-cause notice requiring a written reply within a specified timeframe.
• 20.3.3 The written reply shall be presented before the General Council.
• 20.3.4 If the Council finds the reply unsatisfactory, it may constitute an Enquiry Committee to investigate further.
• 20.3.5 The member under inquiry shall be given an opportunity to submit a justification in person or via authorized representation.
• 20.3.6 The Enquiry Committee shall review evidence and submit just and equitable recommendations to the General Council.

20.4 Review of Decisions

The concerned member may file a written request for review of the decision within ten (10) days from the date the decision is communicated. The General Council shall consider the review request and issue a final determination.

Article 21: Inclusion of Women, Persons with Disabilities, and Transgender Persons

In furtherance of Section 203(4) of the Elections Act, 2017, PMP(F) affirms its commitment to inclusive political participation and hereby adopts the following provisions:

21.1 Membership Inclusion

PMP(F) shall actively encourage women, persons with disabilities, and transgender persons to become members, without discrimination and on equal terms with all other members, in accordance with the Party Constitution and applicable law.

21.2 Equal Opportunity

PMP(F) shall provide equal opportunities for participation in all Party forums, decision-making bodies, and activities — including Party committees at central, provincial, and local levels; intra-party elections; and policy formulation and implementation processes.

21.3 Accessibility and Support Measures

The Party shall ensure that all membership processes, events, and materials are accessible to persons with disabilities and transgender persons. Reasonable accommodations shall be provided where necessary to facilitate their full participation.

21.4 Leadership and Representation

PMP(F) shall take appropriate steps to promote the representation of women, persons with disabilities, and transgender persons in leadership positions through both electoral and nomination-based mechanisms, in accordance with Party rules and democratic principles.

21.5 Awareness and Capacity Building

The Party shall organize programs and initiatives to raise awareness, provide political education, and build the capacity of women, persons with disabilities, and transgender persons to take on leadership roles and actively engage in political processes.

21.6 Compliance and Monitoring

PMP(F) shall maintain records of the inclusion of women, persons with disabilities, and transgender persons in its membership and leadership. These records shall be made available to the Election Commission of Pakistan upon request, and the Party shall ensure ongoing compliance with Section 203(4) of the Elections Act, 2017.

Article 22: Party Funds — Receipt, Collection and Maintenance

22.1 Maintenance of Accounts

• 22.1.1 Initially, before opening an official Bank Account, all Party funds shall be collected and managed by the Finance Secretary under the supervision of the Executive Council.
• 22.1.2 All amounts received (cash, cheques, bank drafts, or other modes) shall be recorded in a Party Accounts Register maintained by the Finance Secretary.
• 22.1.3 The Finance Secretary shall issue official receipts for every payment received.
• 22.1.4 As soon as the Party opens an official Bank Account in a Scheduled Bank of Pakistan, all Party funds shall thereafter be deposited in that account.
• 22.1.5 Withdrawals from Party Bank Accounts shall be made only through cheques jointly signed by: (a) the Finance Secretary, and (b) either the Chairman or the General Secretary.
• 22.1.6 The Party's Financial Year shall commence on 1st July and end on 30th June each year.
• 22.1.7 A full Statement of Income and Expenditure, together with a Balance Sheet, shall be prepared annually.
• 22.1.8 The Executive Council shall have oversight of the financial affairs of the Party. The quorum for any Executive Council meeting in which matters relating to Party funds are discussed shall not be less than two-thirds (2/3) of its total membership.
• 22.1.9 The Party shall submit a Consolidated Statement of Accounts and a Certificate of Accounts to the Election Commission of Pakistan (ECP) every year, in compliance with Section 210 of the Elections Act, 2017.

22.2 Receipt and Collection of Funds

The Party shall generate funds through Membership Fees and Donations/Contributions from supporters. Until the Bank Account is opened, members and the public may deposit funds directly with the Finance Secretary or with any member appointed by the Executive Council. After the Bank Account is opened, donations may also be deposited directly into the Party's official Bank Accounts.

22.3 Issuance of Receipts

Every donor shall be given an official receipt containing: name and address of the recipient; name and address of the donor; date of payment; receipt number; amount paid; reason for payment; and mode of payment. All receipts shall be signed by the Finance Secretary or an authorized officer and retained in the Party's financial records.

22.4 Fund-Raising Committees and Regulatory Compliance

A National Level Fund-Raising Committee shall be formed by the Party President. Provincial Fund-Raising Committees shall be formed by the respective Provincial Presidents. These Committees shall work according to Party directions and send regular reports (quarterly or yearly) to the Party leadership. The Secretary Finance and Provincial Secretary Finance shall be ex-officio members of the respective Fund-Raising Committees.

All periodic fund-raising campaigns and donation drives conducted by the National and Provincial Fund-Raising Committees shall be carried out in a manner that ensures continuing compliance with Section 204 of the Elections Act, 2017. In particular: (a) no fund-raising campaign shall be used as a substitute for, or be conflated with, the Party's formal membership registration and renewal process set out in Article 5; (b) any individual who pays a contribution during a fund-raising campaign shall not, by virtue of that payment alone, be treated as a registered member unless they separately complete the membership process and fee under Article 5; and (c) the Finance Secretary shall maintain records of every fund-raising campaign distinctly from the Party's membership register, so that the membership register required to be shared with the ECP under Article 5.3 remains accurate and unaffected by fund-raising activity.

22.5 Transparency and Audit

• 22.5.1 All fees, contributions, and donations shall be entered into the Party's accounts and reconciled periodically with bank statements.
• 22.5.2 The Party shall ensure annual audits of its accounts by a Chartered Accountant appointed by the Party.
• 22.5.3 The audited accounts, along with a Consolidated Statement and Certificate, shall be submitted to the Election Commission of Pakistan as required under the law.

22.6 Prohibited Sources

No funds shall be accepted from foreign governments, multi-national corporations, or anonymous sources in contravention of Pakistani law or the Elections Act, 2017.

Article 23: Party Flag and Monogram

The official flag of Pakistan Millat Party (F) shall be rectangular in shape, with a white background, bearing the following elements:

• 23.1.1 A green circular monogram positioned at the upper-center of the flag, containing a white crescent moon and five-pointed star, symbolizing the Party's national and ideological affiliation.
• 23.1.2 The name of the Party in Urdu, inscribed in green, positioned below the monogram, with the abbreviation "(ف)" clearly demarcated immediately adjacent to the Urdu name.
• 23.1.3 The name of the Party in English, "Pakistan Millat Party (F)", inscribed in black, positioned below the Urdu name, with the suffix "(F)" clearly demarcated immediately following the full name, distinguishing Pakistan Millat Party (F) from any other similarly named entity.

23.1.4 The Party confirms that the official flag artwork on file with the Election Commission of Pakistan, reproduced below, depicts the full name "Pakistan Millat Party (F)" — inclusive of the "(F)" suffix — in both the Urdu and English inscriptions, so as to ensure clear and unambiguous demarcation of the Party's identity on the flag itself, consistent with this Article.

Article 24: Official Website

In compliance with Section 208(4) of the Elections Act, 2017, PMP(F) shall maintain an official website accessible to the public. The official website address is: www.pakistanmillatparty.pk

The official website shall be used to: publish the Party constitution; publish lists of office bearers and General Council members; announce intra-party election schedules and results; publish annual audited accounts and financial statements; and disseminate other information as required by law or deemed appropriate by the Party leadership.

The Secretary of Information shall be responsible for maintaining and updating the official website and ensuring its compliance with all applicable legal requirements.

Certification (Rule 153, Election Rules 2017)

I, Fazal-ur-Rehman, Chairman of Pakistan Millat Party (F), do hereby solemnly certify that:

• 1. Pakistan Millat Party (F) has been formed and is functioning in accordance with the Constitution of the Islamic Republic of Pakistan and the Elections Act, 2017.
• 2. The Party Constitution, aims, objectives, organizational structure, and rules governing the affairs of the Party are in conformity with the provisions of the Constitution of Pakistan, the Elections Act, 2017, and the Election Rules, 2017.
• 3. The Party shall conduct its affairs democratically and shall hold intra-party elections in accordance with Section 208 of the Elections Act, 2017 and all other applicable laws, rules, and regulations.
• 4. The Party shall maintain proper records of its membership, accounts, contributions, and expenditures as required under the Elections Act, 2017 and the Election Rules, 2017.
• 5. The information, documents, particulars, and declarations submitted to the Election Commission of Pakistan in connection with the enlistment of Pakistan Millat Party (F) are true, correct, and complete to the best of my knowledge and belief.
• 6. The Party undertakes to comply with all provisions of the Elections Act, 2017, Election Rules, 2017, and any directions issued by the Election Commission of Pakistan from time to time.

I make this certificate in compliance with Rule 153 of the Election Rules, 2017 for submission to the Election Commission of Pakistan in support of the application for enlistment of Pakistan Millat Party (F).
